Do I have to have master DOC to apply their buffs? If not what template do I need to apply pre made buffs?

Not sure. The best bet is to look at the skill set to see what abilities it grants per skill. That should tip you off....though it might not.

And if you are working toward Doc....well...perhaps you might want to consider another profession.
