I generally get "Invalid Target" when attempting to heal someone who has fallen (or falls by the time I hit the key) incapacitated.

Dunno if this is a bug or not.

I don't think so. 'Cause I have, on multiple occasions, received "You have been healed for 1500pts by XXX" when I'm incapped , but I still get DB'ed anyway. I dunno, sometimes it seems like they can, sometimes not. I'd really like to see a Dev note on this. But there's a patch coming Wednesday, though I will be too into Episode III to care.

There actually has been something said about it. Although, it went under most peoples' radars. If you check the patch notes for May 5th(when this problem seemed to start), you will find:

"Medical abilities that are not intended to work on incapacitated or dead targets will no longer work on incapacitated or dead targets "

If you're having trouble finding it, it's under the Professions part. Now for what the Devs could comment on is if the change was intended or not. It doesn't seem to make much sense to anyone for a medic not to be able to heal somebody who is incapped.

As for Jedi being able to do it, yes, we can heal incapped players. I do it just about daily. When you see yourself getting killed after you were healed, it is likely people were still spamming attacks on you and they went through your damage that was healed and deathblowed you.

I'd also like to see a Dev comment on whether this was intended or not. It just seems kind of silly that Jedi can heal downed players but Medics can't...
