Ok I've been reading a lot of post about this and people have tons of questions as to what exactly it does and does not do. There is another post about this here:

It has lots of good info about the actual mods of the tree, but there still seems to be much confusion over what it actually does. Well have no Fear I'm here to explain.

To the dismay of many doctors this line has NO EFFECT on buff value or buff speed. I repeat NO EFFECT whatsoever on buffs. Trust me I've tested this tothemax if it makes a difference I can't find it. What this line does change is how how fast you heal damage, states, poision, disease, bleeds, and fire. As well as increases your effectivness at curing poision, disease, fire, and bleeds. My down time between heals and cures with this tree is around 1.5-2 seconds it's like having perma havla but ONLY for damage heals and cures. NOT BUFFS or WOUND CURES. Also if you have been on the corvette lately ornightsister hunting you know all about those badass bleeds they put on you, with this tree you usually cure them in 1 hit sometimes 2 if it's really bad, also that CM poison thatticks for 1k dmg made out of uber Venom, no longer does it take 2 cures if you don't have the great cure packs you actually cure stuff much more effectively. If your a buff doctor who sits around and buffs people all day to make money this tree is pointless it has no effect for you it's a waste of time to get, but any combat doctor who pvp's regularly this is a must have IMO the ability to cure your group mates at havla speed makes you 100x more valube in pvp.
