Since I'm already MCM and have absolutely no desire whatsoever to grind another med crafting tree, my laziness can be someone else's gain. I would like to buy enhance packs, preferably from a vendor, for when I am unable to find a doctor. Current med use is 70, so would need Ds experimented down a bit I think (heard they were 76).

What server? I stock D-packs regularly, but that doesn't help you much if you aren't on Lowca. 
Also, as it stands, enhance pack med use cannot be experimented. It's broken, and so experimenting on it actually *increases* the use needed, not decreases.

Sorry to burst your bubble, but this can't be done. Right now, experimenting Ease of Use on an enhancement pack is bugged. Doing so makes the ease of use go up instead of down, like it should. So, at med use 70, you're limited to C's.
