1) What doctor skills would I need in order to buff?

2) Does anyone on Flurry have a vendor that sells enhancement packs?

Buffing requires the second box in Doctor Wound Treatmen in order to get the skill. Then it depends on the quality of the buff pack you want to use. The best packs require the fourth box in Doctors Med Knowledge. I would reccomend 0240 for buffing yourself, if you want to sell buffs, 0440 or Master Doc.

2) Does anyone on Flurry have a vendor that sells enhancement packs?

Try contacting Elayn or Ardnete. I believe they both have vendors on which they sell enhancement packs.
