is it possible to make an enhancement pack for buffing that has a medice use of 55? i know when used it wont have nearly at all the same effect as other really good buffs?

yup
A level buffs com out around 57, so it should be no problem to get to 55.
You will still need the second box in Doctor Wound Treatment to get the enhancement skill though.

I'm not entirely sure. It might be possible to make an enhance A pack with a med use that low, but I'm not even sure if an A pack can be lowered that far.
However, even if it can be, you'd probably find the pack to be useless. The enhancement power of that pack would be so low that the enhancement would probably be negligable (under 100 points, almost certainly).

Just made one, came out at 201 power (medicine use 55). I'm a master doctor though. I guess it wouldn't be totally useless for a 0200 doctor.
I have yet to see anyone selling enhance pack A's though.

I tried that wen i was leveling...Had a master doc friend make me a low level action just to test....well it was buffing for somewere around 120 lol...Not worth it exp wise. And anyone you buff with it would probably be mad. If your buffing and storing pets though i guess it would work but not half as good as burning pets or even following a small group out on some missions.
