I was checking out this buff calculator, and it says 125 for HQ???

what is the HQ and how do I ACQUIRE it?

I think it refers only to overts buffing in a detachment hq. I could be wrong about this, I've never tried it out. Though I have buffed in a detachment covert with no effect.

it's bugged, it doesn't work but apparently it is supposed to

I am watching this one on test center closely, I have a detachment HQ in my player city and have bugged it and told a Q&A dev about the problem. It should just be a matter of time.
