Which modifiers work and which are broken? For instance, I've looted a +7 Dance Enhancement / +11 Medical Assembly CA, but have been told that both of those are actually broken/useless mods. Is this true? What of the others such as healing efficiency, augmentation efficiency, etc.?

Dunno about the Dance one, but the Medical Assembly is good if your a BE

Med Assembly works, but isn't terribly useful (for that matter, med experimentation isn't as desirable as it was pre-CU) ever since they removed the chance that you might lose your resources/components from a Critical Failure on assembly. No idea on the Dance Enhancement.
Healing Efficiency seems to work (the BE crafted mods seem to, anyway), Augmentation...not so much. If its giving a bonus (again, I am basing this from the BE enhanced clothing mods) I can't see it. There's also a cure eff (or something) mod that I haven't tested.
