Are they all the same % or not? I couldn't find this answered in the post CU FAQ.

BasicSerotonin Injectionand Endorphin Injection added 5% and improved add 10%. Nutrient Injection starts with a 10% buff to max hp then in the Advance version adds 10% to regen. Adrenal Boost started as20 speed bonus then goes to 40 speed at improved.
The durations all stay at 40min unless when using a crafted enhancer. BTW I got all that just reading the info ingame for each ability. I suggest you learn to read these things yourself.

I have read about buffing for up to 30% though, so how does that happen? I have read all over and can't seem to find if it's true or not.

that was when the CU was first introduced (10% for long and 20% for short term buffs) before they even started testing (... and i guess even programming) - but a lot of things changed since then.
atm there is a bug that can be exploited and lead to 30% buffs, as the different buff version stack (normal, improved and advanced version of nutrient injection enhances your health by 10% EACH). so if u can find a medic 4xxx, a doc xx3x and a master doc to buff your health u will end up with +30% health. whereas its easier to buy some be food to get the same result.
this bug should be fixed long ago (i thought it was fixed already but noticed this bug recently again).
