I have the necessary Medical Use mod to use it, but I can't use it. The quantity doesn't go down. No messages. Nothing. Is it me because I'm not a Doctor? But that wouldn't make sense since I'm a master medic and have what it says I need to use it? Is it a bug?

You need to have master wound treatment to get the command to use res packs. So yes, u need to be a doctor.
