If I am neutral, and some one give me LOT of money, I think I can help that patient. Money heal all wounds didn't you know?
I think it's fine the way it's set up now. The only way a doctor in war time in RL will heal the enemy is if they are captured.
Since you can't capture anyone in this GCW, you shouldn't be able to heal the enemy.

Hehe. Not completely. A version of this idea in on the Issues list if you take a look. The idea primarily is that in order to allow a Neutral to heal a faction member, overt or covert, a couple of thinkg need to occur. THe Neutral Doc must have a way to know that if they heal such an individual they will get a TEF. They need a visual indicator of the TEF (which I think is actually working on Test Center now). And finally they need to be given a TEF making them a legal target to be killed in PvP by the opposing faction of the person they healed. THe suggestion also goes so far as to suggest that double-TEFing be allowed in such a case, so that a Neutral could heal either side at any time, but could incur a TEF for both sides as well, making them, effectively, viable for attaack by any member on either side.

Maybe you can help get this one move up into the Top 10.
Hmm... heal anyone's wounds maybe. But not damage.
I mean, can you imagine just how long PvP would last if Combat Medics on both sides kept lobbing area stims which healed both their comrades and enemies? ![]()
