Yes, it's capped at 700. Someone managed to figure out the formulas for where stuff is capped at. Pretty amazing job. The results can be found here:

Many docs dont care about the PE on Lok wheat, since PE goes to the power attribute, which is worthless on an ABEC. So, in my opinion, only the OQ of the Wheat really matters, and I pay closer attention to the OQ and UT values on the Tat Fiberplast.

Actually, power does matter 
You just get more bang for the buck experimenting with charges, but once you max out charges, you want the power to be as high as possible too. I never really paid much attention that Lok WW never got over 700, figured we just were unlucky on Kauri for awhile

You know, never really noticed this, but I don't recall EVER seeing LWW spawned with 700+ PE, just like Herb meat. All the LWW I've ever gotten is in the 600's for PE.
So I took a look at the Med resource filter website, and looked at every server's current resources. Sure enough, some got into the 600's, but not a single one at 700 or higher.
Has anyone seen this, or can we assume that this is also capped (like the PE on Herb meat being capped at 700 too)?

Isn't a max abec 25/25 or 20/25?

Well i don't know if anyone here is from the scylla server, but i have some Lok wild wheat named Ydin (pretty popular stuff) that is 897 oq and 950+ pe. Maybe it's capped on other servers or something (wouldn't make any sense, but eh) but I've seen quite a bit of lok WW with 700+ pe.

I'm not in-game at the moment, but Ydin is showing up in my resource database as 570 PE.
