Should i get upto 25 or should i only bother getting 20 or over?

Does it worked every +1 or only +10 or +5 can someone please clarify?

I think over a +20 is wasted, it is like experimenting I think , but not sure.

Up to +25 is effective, but it's not nearly as important as experimentation.It will not get you any experimentation points. For the record, +25 experimentation is better than just +20, but only in getting you a slightly better rate of success.
