Buffs are can be applied all over the GCW field but healing can only go from:

Same faction PVP -> Same faction Combatant -> on leave/civilian

What I wonder about is how woundhealing is treated, is it the same as healing in which case all combatants need to either be on leave or find a same faction aligned Medic/Doctor or is it treated as the buffs and can be used on anyone? A bit curious since I havent seen anything about this, current (previous) system allowed woundhealing among all non overts (from a neutral perspective).

Wound healing is healing. It is separate from buffing. If you're a Combatant or Special Forces, you have to find someone of similar faction and status to heal your wounds, or go On Leave.

This isnt too bad in my opinion - either your wounds are healed on a battlefield in a field hospital by a doctor of your army, or you get a leave to your home place and go to a public doctor. Makes sense to me
