I finally equiped the RES cybernetic arm out of curiosity. Weird thing is when I heal someones wounds it heals them half as bad as without the stinking arm. What's with that? Have not tried healing health with it yet, but will soon. Hope to have better results. There is not any negative stuff about healing on the stats , actually I believe there is a +5 heal.
