So, when you buff a stat, about 15 seconds later, you get a system message saying "you are ready to heal wounds/apply enhancements again". If you try to buff again between a buff and that system message, it won't let you, saying you have to wait.
I used Havla the other day and it did not seem to decrease the time between buffing and getting the "you can buff again" system message. I did not try buffing again in the interval. Would it have let me? Is this another one of SOE's glaring bugs/inconsistencies?

Yes, the messages are not on the same timer. Provided your Halva is rated at 100+ you can buff as fast as you can hit the hotbar keys. The messages will catch up later.

when i eat my 100+ havla, i only can speed buff 2 players. i.e. 12 times, then start on the next one with no delay, but then the effect ends. i get the "you must wait..."
it says on it, good for 24 heals. i get only 13 out of it. i.e. i can buff 13 times with no delay.
anyone?

I have found that I can get 2 full buffs without pausing. Then, as the "You are now ready...." message catches up, I simply hit the next buff stat as soon as the message comes up. I can usually string together a LOT of buffs using this method. It's all in the timing. Oh, and take a Vasarian Brandy... you'll need it.
