Absolutely true. I tried to make it clear that I was addressing only the effectiveness (power). OQaccounts for40% of duration and essentially all of charges (what doesn't come from the ABECs).

In the interest of full disclosure, PE is equal to OQ when it comes to the impact on med use level also.

I posted this a while back, but it's been coming up again, so I figured this is a good time to repeat it. In terms of its impact on the effetiveness of a buff pack, OQ is NOT more important then PE. Yes, I know the weight given the stats in the schematic is 66% OQ and 33% PE. The key is that the reactive gas does not have a PE, so it does not impact the average PE for the two, but it does have an OQ. Here's how the algebra works out:

OQa = OQ of the avian meat

OQg = OQ of the reactive gas

PEa = PE of the avian meat

OQave = average OQ

PEave = average PE

X = modifier applied to the buff effectiveness due to the stats of the two raw materials

We get from the schematic that:

X = 0.66xOQave + 0.33xPEave which can also be written: 3X = 2xOQave + PEave

OQave breaks down to (OQa + OQg)/2

PEave is the same as PEa because there is no other PE

So: 3X = 2(OQa + OQg)/2 + PEa = OQa + OQg +PEa or X = 0.33(OQa + OQg + PEa)

So, when you're shopping or hunting for avain meat, remember that PE is just as important for the effectiveness as OQ.
