When you reach Master Doctor you have +100 Medicine Experimentation. That means when you are crafting meds, you have 10 points to experiment with.(It also effects the amount of amazing succses I think) You can buy or loot skill tapes that have Medicine Experimentation inorder to get more experimentation points. Also, Medicine Crafting Aprons give an easy +5. With a crafting apron you would need a total of +15 to get 12pt. Being a 12 point doc won't effect you when you are buffing someone if you buff them, only when you are crafting the buffs. If you plan on crafting your own buffs for yourself when you are Master Doctor, these extra 2 points won't be too much help. Doctors that will be crafting a lot, and selling their meds usually want to persue these extra 2 points.
I'm thinking your mods on your clothes are Wound Treatment and Injury Treatment? The Wound Treatment will help when you buff someone, or heal their wounds, etc. Injury Treatment will help when healing yourself or someone with Stimpacks. You can only get up to +25 from your clothes. Since you have +15 and then +15 on 2 seperate pieces of clothing, you would that would be +30, but because it caps you can only get +25.
Hope this anwsered your questions.

The apron is probably still worth it, it also has +5 Assembly. My alt is an 11 point doc, much easier than 12 since you only need +5 in skill tapes and have enough slots to use all +1s. Just don't add tapes to the apron.
BTW, what this does for ME is gives an extra point to experiment Med Use ... you could experiment charges, but would only pick up 1-2. If your meds are for yourself, you don't NEED better med use...

That is Teh Llama, dare to insult it and you'll have agents of Teh GAT all over ya...

EDIT: I suppose I could contribute something useful to this thread too...
My 12pt crafting suit consists of:
Crafting Apron: +5
Shirt: +9
Pants: +4
Boots: +1
Gloves: +1
This is the best I could figure for almost universal, in case I needed to sell it [nevah]. The boots and Gloves obviously can't be sold to wooks, trandos or ithos, but a measly +2 is easily replacable with a hat like or whatever else they can wear. Total cost of my suit was 27 million... high b/c of that +9.
