Does anyone know how to find out what towns have the medical facility bonus for while giving buffs?

There is no way, ingame, that I know of to find out this information. Unless you just shuttle to every player city. You might want to ask on your server forums.

Exactly. Since every server has their own player cities, it'd be much easier to ask on your galaxy boards.
