Only a same-faction Combatant or SF should be able to rez.

seems like combatants should be able to have their wounds healed by those on leave or neutral faction people... can they? either way it presents a problem #1 for doctors who are healing wounds of customers and #2 for new medics grinding out medic. (guess they assume everyone does pet spam macros?)
