I'm a master Doctor and the hospital of my city don't work with 100 plus. I buff in the hospital but i don't see the plus.What is the problem?

Its not a Hospital that gives a bonus. Its the Medical Centre CITY bonus. The Politician can distinguish your city as a Medical Centre one the city and the Politican reach a certain level (check Politician Boards for exact answer) which will give you the 10% bonus.

By the way, with Medical Centre bonus you can be anywhere within the city preimses to get the bonus.

I hospital has a heal rating of 100, meaning that you get 100% of your wound treatment modifier when you're in it. It's not an extra 100%. You get better buffs using a droid that has a 110 rating.
