Might be a nice idea to balance buffs without nerfing them to death. You might want to decrease the power tho (the 1600 buff laterwill belike the 2600 now)
What do ya think?

Thats not gonna do much. Picture this:
Mr Sword/Docdecides he wants to hunt on Dantooine. He buffs himself for "1600" (using your numbers) and then goes out for 3 hours and 20 minutes killing Mokks and Jantas.
The "downer" hits in. Mr Sword/Doc simply re-enhances himself and walks along on his merry way.
This dosen't solve the proble, but instead includes a time sink. The fact that you have to wait for 5 mins at the end of a buff does not make the buff any less effective in use.

Spices have downers because they are self administered and do not depend on stomach room. Doc buffs require a doctor (with a large SP invetsment) to administer and therefore should definitely not have a downer period. SWG has 3 types of buffs. Food buffs are limited by stomach space, Spice buffs are balanced by a downer and doc/entertainer buffs require the expenditure of skill points. Personally, I don't think doc buffs need any major changes to balance them. It's something that can be accomplished in the crafting system.

i would more think like.. half the buffduration as downer... since "drugs" do around halftime,too :-)

Important thing few people understand is the difficulty of making a decent buff pack. How easy is it to make spices? Resource quality dosen't even matter. And it requires like 10 units of flora and some greens.
I wouldn't be that much against nerfing buffs if they nerfed the ingredients too.

very true, especially with the docs that have a medical empire that can outbit anyone on good product and afford to spend 100+ cpu
