It seems to be some people get better enhances then othters. I am starting to think it's the person not my meds.

For example one guy got 800 on all his stats, another guy git 1500 and 1900 on his. Why would this be?

Do you have to be healed 100% to get a good buff? Does the persons BF effect the buff they get??

My mind lvl doesn't seem to effect the buff.

I dont believe that BF or wounds have anything to do with it. I had buffed a guy that got 340 BF and his buffs turned out fine.

I have noticed that the buffs (as well as stims, wound packs, etc) will heal anywhere from the base heal on the item to 3 times what its healing power is listed. so if your enhance pack is healing base 750 it could be between 750 and 2250ish. Now this is just a working theory but it has worked so far for me.
