stat wise is it % say
IE: 35 Wound Treatment =35% better to heal wound or enhance?

Yep, your bang on there, Wound treatment applies to both Wound Healing and Enhancing.
Your wound healing abilities are determined by first your stats (a percentage possable increase), and then your environment (eg Med center, camp site, Med droid)
