I am grinding my alt to be a doc as there never seems to be any available for a buff these days (thought I do live in europe and play on an american server).
I would like to be able to do 2100 buffs for about 2.5 hours. Would Doc 4440 be sufficient to do this as I hate grinding craft. I have plenty of money to buy the resources.

depending on the quality of the buffs and the ability of the crafter that made them you will have no problem buffing what you are looking for. I am 0440 and my current buffs are good for about 2250 for 3hrs 10 minutes. When I got to a med city they hit for over 2450. Just make sure the buffs you buy are all 90 med use of lower.

The prior posters are all correct, you will be able to buy packs that will hit for 2100. You will, of course, not be able to create them yourself since you need master doctor to create the enhance D packs. Just wanted to point that out since your post indicated that you have money to buy resources...
To be specific about what you are looking for in a pack, I am assuming that you will have bio-engineered clothing with a total of +25 wound treatment and a 110 med rating droid. That would mean that you would have a multiplier of 2.2 without taking any bivoli, so you would need to find packs with MU90 and power of at least 955 to hit 2100 (not likely). However, if you also take +25 bivoli, your multiplier becomes 2.475, so you would need to find packs with MU90 and power of at least 849 (quite doable).
In short, just take the power of the pack that youare considering and multiply it by 2.475 and that will be the final enhancement you will get with 0440 doc, 110med droid, +25 BE clothes, +25 bivoli. For the record, if you can only find +24 bivoli (decimals don't matter) then your multiplier becomes 2.464

Ojes, are those mulitpier numbers consistent only for a 0.4.4.0 Doc or for a master Doc as well? Only asking because it does not seem to be correct for me (master doc). Thanks.

The multipliers are correct only for x4xx doc. The key is the wound treatment skill value of the doctor.
For master doctors using 110 med droid, +25 BE clothes, and +25 bivoli, your multiplier will be 2.75 (2.739 with +24 biv and 2.475 without bivoli).

I also buy the buff packs (I already craft armor and would go crazy crafting meds and armor at the same time). My plan was to go 0440 doc, but I found it difficult to find buffpacks with 90 med use. Problem on my server is that the 91's sell out in no time so the crafters of these products find no reason to sell the 90's until there is a demand for them. Just wanted to give you the heads up so you can search your server before you commit your template.

This is what you guys that want 89-90 buffpacks need to do.
Find a good vendor(one that has a nice supply of buffs and keeps them in stock) and send them an email asking nicely what they would charge for some 89-90 med use buffs.
You should be able to get some with the 3.5 hour duration in the 2100-2200 range easily. I never had a problem finding them when I asked nicely.
Dont jsut grab the first thing you find...using a 2 hour buffpack is not your only option.
