Is the speed of healing states the same speed as wound treatment or injury treatment?

Healstate works off the injury treatment timer.

Not really. That is to say, they might work as intended, but there is a 4 second minimum hard coded into healing actions, regardless of your injury treatment speed modifier. That 4 second minimum negates any bonuses from tapes.
