Hi everyone:
My buffs were going kinda slow so I tried Havla which I hear is suppose to speed up your buffing speed but I see no difference whatsoever. Is there anything else I can use to increase buffing speed?

What do you mean kind of slow?
15s is about normal at Master assuming that you wearing all the rightBE clothes - I'm not sure how they could be slower than this unless you are bugged in some way.
When you take Havla, you should be able to buff again immediately, even though there is still a delay in the message "You are now ready to heal more wounds or apply more enhancements".
Try popping Havla and then buffing all the stats in a row - it should let you buff them all straight away, but it only works for a certain number of buffs and takes up stomach space, so use sparingly.
I think you can find formulas for buff power and speed in the FAQ.

Ah you see I waited until the message appeared. Next time I'll try buffing all stats in a row quickly.

Make sure you Havala is rated higher than 100! Some chefs try and sell it lower than 100, any number below 100 means it will not work.

100% havla, and dont use your macro to use it...
and dont plan on using more than 2 doses... even the best havla will fill you full with two doses.
it will allow you to buff 2 ppl in 12 seconds with the third person able to be done in 10 or so seconds.
it says 24 enhancements.. but it doesnt.

I've been able to buff 4-5 people in about 30 seconds with Havla. And then after them the speed is still increased dramatically.

I have noticed that I get 20 quick med applications and then the havla is just junk in my stomache.
After that 20, back to normal 15s / 17s wait.

Thru personal experience i seem to find havla especially useful if you group hunt. the doc would use some of that to buff me fast and then i could get back into the fight. downside is its quite filling. so don't use too much. but when you are just buffing like in a starport its quite useless imo.
