Does this mod only affect doctor and cm healing or does it affect Instant Stimpacks as well?

I got master medic, master doctor and master cm and my instant stims still heal the same. In other words healing efficiency doesn't seem to have any effect on those.

Only affects heals that are influenced by skills. Instant stimpacks do not rely on any skills, they always heal for the face value.
