can someone tell me how to start a medicenter ..
what does it cost for maint..?
can you just put it where you want?
how mutch stuff can it hold?
can you put more than 1 in a city..?
and can you alos put one outside of a city?
im at work now so cant try it.. and just had the idea about setting up one like 30min agoo

The same as a large house (I don't remember the number off hand)

No, they can only be placed in cities that are level 3 (Township) or higher.

Right now, 225 items. Post patch (meaning in a few hours), 300 items.

No, and its the mayor you will have to ask he might not want anybody just coming along and dropping a med centre in his city 
You need zoning rights to drop it like any other structure..

The only way you can drop a structure in a city without permission from the mayor or a militia member is if the city has zoning rights disabled. I doubt that you'll find any city that's not using zoning rights, as it would mean that anyone could build anything they wanted anywhere in the city.

Yes, they are just like houses. You can make them private and declare residence in them.
