Hello,
I am a doctor on Scylla. I have 2 4 2 3 skills. Will I be able to use rez packs or do i need to bump my meduse up some?

The med use for novice doctor is adequate for rez packs. The only thing required is that your a Master Surgeon and it looks like your already there.
