What kind of buff will I be able to put out with a 0203 in Doctor?

You will only be able to use A level packs in that configuration.

I guess what I am after is what minimum configuration do I have to have to have worthwhile enhancements?

medic knowledge 2 you need at least to use your C buffs

For great buffs(enhance D's) you needa setup of 0/2/3/0 minimum and that is assuming that youre buying your packs instead of making them. In order to make secondary enhance d's you need master doctor.
