Quite the opposite. I think Action packs erroneously require Orgainic and Inorganic when they should need Avian and Reactive Gas.
What I do in the interim is to give them the exact same Avian and Gas as I put in the rest of the packs so that I get uniform enhance levels and duration.

Well personally I would like the packs to take a chemical rather then a reactive gas. But that is just me.

I think it's good that they require these resources. Sure, it can be a pain in the ass sometimes getting them, but now that I have avian meat with over 900 stats on decay, potential energy, and overall quality, and reactive gas with 900 oq and 500 decay I am making kick ass enhances (also got amazing components, like 65 power adv chems). The reason I like it is this: most docs, especially the casual ones, can't get their hands on this quality stuff usually. So I have the best enhances on my server

Still, how the hell am I feeling when I used to be able to make 18 charge Medpack d's that lasted over two hours and a resource shift, now I make Medpack d's (Hard to find any avian meat) that last less than a half hour fully experimented.

I don't mind abscure resources for the packs but any specific meat or hide (except carnivore) just doesnt' really seem fair. There is no reliable way to get them and they can not be obtained in large quantities.
This problem is worse for casual players (like myself) since we can't devote hours to hunting specific animals to collect their meats, or earn up vast amounts of redits to buy it at the up to 15 credits per unit they often go for. If the resource needed was gotten from harvestor it would be a lot better. One of the major purposes for beign a doctor is to do the buffs, they shouldn't be an extreme challenge to create.
I don't think putting them to just organic and inorganic resources is the way to go, then they will be far to easy but avian meat is taking it too far the other way.
