I managed to get my buffs to the following experimentation levels:

Health: 876
Action: 740
Constitution: 873
Strength: 885
Quickness: 874
Stamina: 871

Seems like pretty good #'s i feel and my buff average...

Health: 1500-2300
Action: 1200-2000
Const : 1500-2300
Str : 1600-2400
Quick : 1500-2300
Stam : 1500-2300

What i dont understand is that i know a master doc who has most of his experimentation levels even lower than mine and buffs for more, whats going on here?

Are you sure about this? I've heard conflicting reports about whether BE enhanced clothing improves buffing or not, but I don't know for sure.

Buffing is based on your wound treatment skill and your location

1. A master Doc has +25 more skill than a 0440 Doc

2. Wearing BE clothes optimized for wound/injury treatment can add +25 more to your skill

3. Buffing in a camp is limited by the camp healing modifier. Small Scout camps have a modifier of 0.65, meaning a 35% reduction.

4. Battle fatigue both in yourself and your patient (more so in your patient) will affect the buffs.

5. Buffing with a good medical droid (110 med module) will add a bit to your buffs. Make sure its got a recent re-charge of batteries.
