Ok, i've just about had enough of something that has been boggling my mind for some time now. I am a master doc, human and i have a 2nd char who's Zabrak. I use only 800+ buff packs on myself and anyone else i buff. I have 16+ Wound Treatment and 16+ Injury Speed on my shirt and my pants. 16+ Wound Treatment and 16+ Injury Speed hat that i wear when i buff as well as eat a food that boost my Wound Treatment and Injury Speed for 10 minutes when i consume it. with my best buffs packs i get about a range of 2100 to 2300 per hit. Now, when i buff my 2nd char, i always hit very very low amounts like 1400 to 1500 NO MATTER WHAT! I tried buffing him with low BF, no go. Tried buffing him naked, no go. Tried buffing him with little clothes on, zipo. I cannot buff his guy up like i do everyone else no matter what his state is. He is a Master TKA/Master Commando and i know tha has nothing to do with it. Is there anyone else getting low buffs on people when you have your best buff packs being used cause this is getting trustrating wasting buff packs and hitting for so low all the time on this one particular character of mine. I buff myself for 2100 to 2300 and him, crap low ammounts (low for the buff packs i'm using). Suggesting on solving this would be greatly appreciated.

I would file a CSR report.... does this also happen when others buff him?

thios could be many things first make sure all your doc clotbhing is still at a good condition, second make sure your med droid is not out of battery or if you dont have one find a 110 med use droid,and make sure ur frind dosent have any old buffs on, and if none of these are causing it file a report.

That is very weird. Any + ityems you hve that work on you, should work on other people as well (everyoen should get the same buffs out of the same packs from the same doctor, only exception is BF).
Are both characters online, or do you LD the second character, log on the doc, buff him, then switch back?
file a /bug report on this ingame as well.

I had this recently, when i asked the person I was buffing of their Battle fatigue.
They replied 278 bf....
Hence i think the corresponding buffs take the recipients bf into account as well as your own (i had 0 bf at the time)

I'm going to try some test. To answer the questions, yes my clothes are all in good condition. I rarely die or am in situations where i die for my clothes to decay. Only weapon i can use against mobs is throwing seeds and oats at them, and that has yet to ring me in hords of combat xp 
My clothes were actually recently made and my droid is 110 as well. I always buff outside of med centers and houses because when i do, my droid doesn't factor in at all when i have it out. I tested this as well. In a house i buffed a guy for about 1800 a shot per stat with droid out (fully powered. I even crafted new batteries just before i did this) and medical shirt, pants and hat equiped. He duled my 2nd char, died and i ressurected him. We went outside the houseand i rebuffed him, all hit for 2100 to 2300. Same buff packs used as before. As for the question about what state i buff my 2nd char in. I have two comps so i can load both chars in at the same time so i am buffing him in real time, not in a LD status. My BF is always low because i try not to have any of my own stats encumbrance buff results for other players. This problem is on and off, sometimes he buffs correctly with a BF of 0 sometimes he buffs badly like i described before with the same BF rating. This hasn't happen to any other players, just him. His buffs always fluxuate into the low numbers no matter what his BF. This happens maybe 4 out of 10 times i buff all his attributes, but enough times for it to warrant a post because it is just aggrivating to waste buff packs that are supposed to hit a BF 0 player for 2100 to 2300 and hits him for 1400 to 1500 when he is completely healthly.

Hmmm. wonder if there is a bug with his bf not showing correctly even though it says 0.. Have you tried sitting him in a cantina and watching for 10 mins(Even though he shows 0 bf), then buffing?

Tried it all. Like i said this happens on and off and when i get an akward buff, i check his BF and its 0 to very low, like in the 50's or so. I tested buffed a person with high BF to determine a change. This person had a BF of 500+ and my 2300 buffs were hitting for 1500. When i buff my char it reactes as if his BF is that high yet it is low. I'm juts going to sit on this monitor him for a few more weeks. Maybe some magic code in the next publish will fix this glitch.
