The DR in your resources controls this. Not sure which single component though.

Duration of buffpacks is dependent on the OQ (40%) and DR (60%) of the reactive gas and avian meat. I am not exactly sure how high you would need to be on these to hit 3 hours. As a benchmark, I have avian meat with OQof 949 and Reactive Gas with an OQ of 929 and DR of 995 and I get a duration of 3 hours and 40 min on my buffpacks. I would imagine with stats in the 800's that youcould still hit a duration of 3 hours.

I have the following stats on my reactive gas and avian meat

Avian Meat OQ 950 PE 720 DR 360

Reactive Gas OQ 915 DR 940

I get a buff pack with 844 strenght and 3 Hours and 30 minutes duration.
