Do I need to be a Master Doc to APPLY buffs? If NOT, would I be reducing the effectiveness of the buff?

no you don't i think its like 0/0/4/0 or something like that,But i masterd Doc Before i even tried to buff....

must be at least 0/2/0/0 to apply buffs

but to use high powered special 90 med use "D" buffs, you must be 0/2/4/0

And yes, you will not be able to buffs stats as high as a master doc can, even if you use the same packs he/she does.

What exactly does Master Doc add to the equation? Allowing them to do better even with the same buffs vs 0440 doc?

+25 Wound Treatment. Your buffing ability is directly tied to this number.
