Besides pointing you to the FAQ, as someone has already done, I will just point out to you that you really need to look at the relevant stats on all your resources instead of placing your faith in the colored bar in the crafting tool. Those bars don't even use the right calculations in some cases. Even when they do, you can get a green bar with resources that most of us would consider sub-par.
Give the FAQ a read, take a good look at your resources and see how you do. If you need more help, post the stats of your components and the OQ, PE and DR or your avian meat and reactive gas so we can help you identify what's holding you back.

It's probably that bug that drops the PE from the "green bar" calculations ... that or simply going by OQ in the first place.

Well there's a few things to check on first:
What are the stats on your subcomponents and gas/avian?
How did you craft the packs? ie. with a med crafting droid/crafting station, or did you juststand next to a standard food/chem crafting station in Bestine with no droid?
How did you use experimentaion points in the crafting process? Were there any?
You are making Enhance D Packs? (sorry for the stupid question but I'd better ask)
Bivoli is not an issue here, it's a food whichenhances woundtreatment/buffs, and won't affect the power of your buffpacks, only the amount you can buff a player.
Let us know and hopefully it's something simple

Changing the font size would, too
You are using the advanced subcomponents, right?
If so, you should have ABEC with around 21 charges / 14 power, ACRDM with 64 power and ASDS with 72 power at least, or of you want to go for all power about 14 charges / 22 power on the ABECs.

If after all this research you still have questions feel free to contact me in game. I'm on your server and wouldn't mind pointing you in the right dirrection. I also have a few of my excess resources on my med vendor if you're interrested.
