Herbivore meat and avian meat seems very hard to come by on Bria. I have found two different herb meats that I could use if i absolutely have to. Here are the approximate stats:
PE: 62
OQ: 961
PE: 645
OQ: 678
I know that OQ requires 66% and PE 33%. What is the general formula to see what resource will be better?

In the case of herbivore meat, you want to use this formula:
OQ * 0.66 + PE * 0.33
That formula will give you a number between 1 and 1000. The higher the result, the better the meat. If you're interested, I have breakdowns of how to pick resources in the FAQ.

wow. that was fast. thanks. I was using that formula last night, but I wasn't sure if that was completely correct.

Note that teh formula you use is based on the resource and the schematic you plan to use it in. If you're not afraid of a little math (ok, a lot), check out the FAQ.

Me, I just go for super high OQ, and hope the PE is good. But I don't really hunt for PE as its only 33% of the item. And usually if you find good OQ Resouces, you don't have to worry about that 33%. But Hey, this is just me.

Actually, because of some discrepencies on the crafting process, if the other ingredients you will be using do not have a PE rating (in other words your resource is the only one that has a PE rating on it), you're probably looking at what will effectively be 50/50 on OQ and PE, not 66/33. In MOST cases in which you might use an Herbivore Meat, it will, indeed, be the only resource with a PE rating.
So that PE may be a LOT more important than you think it is.

I agree very much with Zarlor, except for this particular instance. In general, the discrepancy occurs when one resource has one attribute while another does not. That causes the attribute to be weighed twice as heavily. (This is all in the FAQ, if you're interested - I won't get into it in detail here.)
However, herbivore meat is generally used to make ACRDM's. In that, the other ingredient that is required is Class 4 Liquid Petro Fuel, which has both OQ and PE. Therefore, the anomoly doesn't occur in this case and you can judge herbivore meat based on 66% OQ and 33% PE.
