Currently when I buff myself/friends/guildy's.. i have to wait approximately 10 seconds inbetween buff application...
I use:
+25 Bivoli
102% Havla
Wear +25 injury and +25 wound pants
102% Havla
Wear +25 injury and +25 wound pants
and I still have to wait approximately 10 seconds between buff times.
Other Docs that I have talked to/been buffed by have a 0 second wait time between buff applies.. what am I doing wrong?

I had this exact same problem, the ready msg just didnt pop up early enough.
Try spamming /healenhance on your self 6 times instead of using a macro or /healenhance (stat).

If you're using Havla with a value of +100 or better, you SHOULD be able to insta-buff. However, you will not receive the 'you may now apply more enhancements' message until the usual time. So the only thing I can think of is that you've been waiting for the on-screen message - try just going ahead and buffing without waiting. If that doesn't work, I think you'd have to raise a ticket, after double-checking that your Havla is indeed +100 or better (don't trust the name, examine the item).
One thing - once you get it working, you need to be aware that you can decimate your mind pool, even with high mind secondaries, so you may wanna pop some Brandy if you plan on doing several sets at once.
