If I make a stim-B or Stim-C and I use them... does the stim-B do less damage to my mind?

If it doesn't... then I might as well always use Stim-C's and up=)

Is there a difference in the hit on the mind with using higher level stim and enhance packs?

from what i can tell its not what stim u use...basically anytime u stim u use /healdamage

so the only thing that would effect how much mind u lose eerytime u stim i.e. healdamage is dependant on ur mind stats
