What's the best Enhance D packs have you seen or made?
I was looking at Doctor crafters in Bloodfin.
Most of them have 730/11 in their Enhance Ds for sale and they cost around 3-4k a piece.
Is this good or bad?
i am using avian meat and gaz of high quality. but for some reason i cant seem to hit the 11k duration 
i tend to cap at 9.7k or so... am baffled...

Sounds like you mean 730 base with 11 charges. That's a low number of chargesmeaning the crafter used normal Biological Effect Controllers. With a good advanced BEC, the charges should be 25-30.
This is a tough one to answer. here's why I say that. It depends on your servers resources, basically. When people ask these kinds of questions, you will always get the people who come out and tell you the best they have ever made. Perhaps a better question is what's possible with the resources available right now. I know some manage to stockpile very good resources beyond the shifts and therefor can make above par packs. Of course, these will yield a premium. Look for averages, rather than the exceptions - that may make it easier to decide whats a good deal and whats not.

I play on Bloodfin and I can tell you that's not that good.
I can get 896 power on my actions and about 830-850 power on my other enhance packs.

770 effect. 7700 duration health, good DR gas is darn hard to find on Naritus
Bria just got some 900+ OQ and PE Avian meat, AND class 4 petro, and our doctor buffs went from 600s to 700s.
Well, mine did.
Actions are better, of course.
As for duration, you'll notice that OQ is actually less important than the stat "Durability." If your avian meat and gas have 1000 OQ but no durability, you'll never break the 7k mark on duration.
23 charges 869 action with 11k+ dur here
19 charges 704 health and 9500+ duration....
But I am just starting and still have to see good reactive gas and avian meat...
Buff durations are dependant on the decay resistance of your Avian meat and reactive gas.
My current actionD 914 base 12000+ duration, otherD 740 base 11500+ duration
Best reactive on Eclipse is Oona 998 OQ ~290DR, are there any better on other servers ?
My first day of crafting buffs yesterday( I had been buying them):
760power, 9000+ duration, 20 charge health enhance
876 power, 12000 duration, 20 charge action enhance(gave myself a 2871 action buff)
901 12900 action 30 charge(bloodfin server). High for others, 884 11000 27 charge. 998 oq reactive, 971 oq 6xx pe avian. action organic/inorganic 999/9xx, 980, repectively.
