It binds your location.........
Honestly, I don't know either...:-P
Binding tells the game which cloning center you will be cloned at without penalties.
Much of the cloning/insurance system is offline currently due to bugs. Mostly the insurance stuff.
here is how it is supposed to work.
- Clone at designated clone center (which also may be closest) --keep insured items, must run for uninsured items, no additional wounds.
- Lone at nearest clone center (but not designated... you did not pay 1000cr to save clone nearby) --keep insured items, must run for uninsured items, you get big wound counts on all your stats.
- Insured/uninsured cloning-- insurance spawns you with the gear you had on you when you insured (cost based on item complexity).
So, when you switch planets you ahve the choice of beng cloned back on your origional planet with your insured stuff, without additional wounds... or cloning at the nearest place on your new planet with your stuff, but with big wounds.
Same is true of switching cities... If I save clone data in Anchorhead, but die near Mos Espa... I can respawn at Anchorhead with no extra wounds, or at Espa for lots of wounds... may be more cost effective to spawn in Anchorhead and take a shuttle (around 100 cr) then clone every time you hop cities (1000 cr).
It is definitely worthwhile to clone on switching planets (as long as you are not just shopping / doing deliveries)... definitely if you are going to harder planets.. SInce you will probably die.

I've never been given the option to clone off-planet.

I used to be able to go clone and leave planet then die there and be able to choose the off-planet cloning center.
But i didnt get this skill till i did Doctor skillz.

You're not the only one. No one can clone off-planet because it would make it cheaper to "fly" by clone between some of the planets. (For example, you go to Endor, store clone data for 1k. Any time you want to come back to Endor you just die and clone on Endor) This is why it's not an option.
Back to the original post, was this a question of registering your location or storing clone data? Both could be considered 'binding'.
