Because I took doctor 0/0/1/1 and could make the buff enhance packs but could not use them.

What is the minimum setup I will need to use these things? The more detailed answer the better

I belive its 2nd level in wound treatment that gets you the ability to use buffs

Advanced Wound Treatment or aka 0/2/0/0 is what you need to unlock the skill to use them. It's called Heal Enhance. That's what you need
