first of all
that happens on Chilastra too, ive been through Coronet, Bestine, Theed, Kor Vella, Mos Espa, Mos Entha, Mos Eisley, Dathomir Trade Outpost, Dantooine Agro Outpost, The Warren, Krayt Graveyard, and Nym's Stronghold
with only 2-3 offers for avian meat, and nota SINGLE one with over 650 OQ
this isnt a broken system, just that
1) avian meat is much rarer than other meats
2) when someone does find good avian they dont want to sell it
3) most people who go out looking for avian aernt looking to sell it to random ppl, most rangers hunting for meat are contracted
You're not communicating effectively how much it is worth to you to the right people. Suppose you're willing to pay 100 creds per. Find new people doing destroy missions somewhere like Theed, mention that you will pay 100 creds per for avian meat and ask if they'd like to take nuna missions to help you out.
The mission pays about 800. The 8 nunas they kill each dropping 5 meatpays 4000. Pretty nice boost for a new player.
That's just one idea, you could also offer buffs for meat, hire players to hunt, hunt with people, relocate to a planet with lots of avians like Rori or a hundred other ideas
I pay noobs to kill mynoks on Tat. I pay CH's to kill on the secondary planets for me. I hang out on Lok or Dathomirin the med center yelling that I need the meat off the perleks. Simply, go to the planet with the best meat. Hang out in Med Center healing and buffing for the honor of being the first person they offer Avain meat.
If hunters know that you need it and what drops it, they won't pass the Perleks without killing them for the 2.5k they can make per herd they kill. Works for me. Takes me 5-20 hours to get enough of the same meat to do tha factory runs, but I get it.

Yeah, you really need to educate the potential suppliers out there. The master scouts and rangers and creature handlers just don't know what we need.
What I would suggest is three-fold:
First, know where the best resources are. You can use a site like swgcraft.com to help you keep track, or you can talk to others in game. Once you know where the good meat is, go there.
Second, know how to find a supplier. You can have people in your friends list that you are used to dealing with, or barring that, you can do a search once you arrive on the planet that has the good meat. Rangers are the best choice.
Third, educate your suppliers and potential suppliers. I have payed a TON of money for avian and herbivore both, and if those that could harvest KNEW about the potential market, they would stop grabbing bones and hides and start making money off docs and medics and CMS. As a scout class, they know that their hides and bones will sell on the bazaar to other scouts and to artisans. However, they don't realize that many of us are willing to pay 20 credits a unit for really good avian or for a giant stack of herbivore.
Best strategy is to learn what drops the meat you need (there's a great thread on this forum's front page that tells what on each planet drops avian meat), where the best meat is, and how much you will need and/or are willing to spend. Tell the contracted harvester what mobs to kill and how much you will pay. Make it as easy as possible for them to evaluate your offer and accept. The easier you make it for them (or the more you pay them, heh) the more they will be likely to help you.

Then I run around Theed, Naboo, yelling looking for avian meat. I got 1 tell saying "I have 3 small crates full of avian meat not Hq tho" And thats it! AVIAN MEAT SUCKS.
post on star sider bards and specificly ask people to hunt the meat you want. give a general area you want the quality to be and how much you will pay per unit. that or you hunt it your self.
