I say 3 because #2 just sucks. The only condition I would accept #2 would be if the stats on the packs are increased. Say, you make a Health Buff-A for 134 hp's (yeah I know it's weak, but something lower level doctors can relate to). You buff 134 hps. Whoop dedoo.
B/c of the variability, you can buff witht that same pack up to 200+ sometimes. More often than not, I get better results than less than. If we cap it to exactly what the stats of the package says... let's increase the stats on the package to begin with. Work on it Devs!
my packs are 840 and i allways get a heal of at least 1k most of the times 1800 or 2.5 k i don't wan't a change heh
