Depends, if they leave it like it is but make us able to rebuff (that is, overwrite an already buffed stat with a new buff) I wouldn't mind the variability so much since you can buff until you get a good one at the cost of charges.

Until then though, #1.

Where's the option of a reduced variability? Oh well. If that's not an option anymore, I'll go with #2.
