oq and pe are of 50/50 importance for the organic in the final combine... oq from the inorganic also affects power (33% of total, other 66% from the organic), while ut only affects charges...
on my server, at least, you could buy an organic with 950+ oq and pe for under 10 cpu very easily... I certainly wouldn't waste subcomponent resources on your final combine...
You're not going to get into the 460 range with those ALSs, however. I would suspect that if you can get your hands ona 980 oq/pe organic, and a 980 oq inorganic, you should be able to hit 430-ish.
