Yes, I submitted a ticket when I realised that it was behaving consistantly. I also submitted a bug report.
I wanted to make sure I tried everything before doing so, so I could submit as much info as possible.
I'm Neutral, always have been.
I've tried targets that are from both factions (I don't expect to be able drag overts, but I tried anyway so that I could actually claim to have tried EVERYTHING).
I may be mistaken, but I was under the impression that I should be able to drag coverts...This does not seem to be the case.
I have attempted to drag neutral players as well with the same end result.
During each test, I made certain that the person I was trying to drag was both in my group and had given me consent.
I have also tried variations of grouping and/or consent, all with the same result.
I have seen others drag covert/neutral players who were in my group.
Each attempt resulted in the same system message every time: "It would be unwise to help such a patient."
As far as I am aware of my CSR ticket(s) are still pending. They have been pending for quite some time...
I have reported this problem on several occasions without response, and it has been ongoing for in excess of 3 months.
I am curious if this is a known issue or not. If it is at least a known issue, then I know that it's on a list somewhere to be fixed.
If it is not considered a profession-wide issue, then I know it is more closely related to my character somehow, and I can take appropriate action.

There are still many TEF oddities.
Neutrals can't drag a covert with a TEF btw (or aren't supposed to be able to (because they could not get the TEF, as they are neutral)).
Still lurking around the edges of the TEF system is a case where any NPC that has its own factional counter (tuskans, thugs etc.) can sometimes give what seems to be a TEF (no UI flag) and you are 'unwise to do' stuff, even to people on the same faction.
It also seems to be able to be combined with the rare 'stuck TEF' (which pops up every once and a while) bug.. where a TEF doesn't clear naturally.
Sounds like you got this rare combo of bugs all at once.

I too can't drag incapped players. I haven't tried all the variations you have, but before I could doit, now I can't. I am also neutral.

This is happening with me as well. Though I believe it a bug. It was a surprised using the 'save my ass' macro and suddenly being inundated with heals. I have since modified it to include a 'clear combat queue' statement (posted as a suggestion by someone previously). This is definitely a bug which should be fixed, so enjoy it while you can. It makes the 'healing injuryspeed' tree of Doc worthless.
