I'd say 'good' Bivoli would be something like +24, 3 uses, 14min duration (more if poss). 3 uses is KEY, as everyone else has said - if you only have 2 uses, you're basically selling 2/3 what the 3-use Chefs are selling, and you have to price appropriately.
The best Bivoli that I was aware of on Bria (may have been improved on since) was +25, 3 uses, 17min duration. That was using Olen greens (best ever greens on Bria) and Viwoh Carnivore meat (1000 OQ, 900+PE IIRC), if you wanna check up on SWGCraft to compare stats. I think I was hitting that with +116 BE additives (no point using higher ones, see below).
Be aware that your decimals don't matter. +24.00 is the same as +24.99 - for this reason, the BE additives you use are important - you may need to invest in 'uber' additives to get to the next whole number, or you may be able to save money by using mediocre additives with no decrease in performance.

Pretty sure the 'theoretical' cap is +26.4, or something around there. However, I don't know if any server has had the required spawns to actually make +26 Bivoli. I was capping out at around +25.8 with some awesome resources, but I'm sure +26 is possible.
I don't mine the+24 at all it;s the 3 use and 15 min usage that i would liked to see increased i don't see why foods and drinks are different. I'm not a chef so i don't know the ins and outs of making them
so how come a brandy can be made to last 46 mins or so and a bivoli 15 mins and canape 10 mins?
As far as your general comments are concerned, that's just the way the Devs made it. Each food has a different range of possible durations, and uses per item. I'm not sufficiently au fait with game design to have an opinion myself on why the devs chose the numbers they did, but on the whole it seems to work quite well. I suspect they didn't intend Brandy to be as powerful as it is, though...

each food or drink is different, the devs have set a certain limit on them, so the chef has to work with those limits.

Well Brandy is a drink not a food like bivoli and canape. All the foods wear off faster than the drinks.
