As a Master Doctor, with a 110 rating droid and +25 inj/wound treatment BE clothing, using 899 as my LOWEST based enhance d pack, I still hit below 1200 from time to time. In fact I gave myself a 1015 Action (923 base pack) buff yesterday. It's just part of the randomness. I've given a full set of buffs with everything hitting 2500-3400 and the very next person (with no BF or wounds) I couldn't hit them for more than 1500. It happens. It's a known issue. It's being addressed. 
So yes, while there may be some master doctors out there that use crappy packs, there's also a really good chance that your friend just got the unlucky rolls.

I mostly see people charging 6k for Master Buffs in Theed on Corbantis.

The problem on Corbantis is that too many master docs are perfectly willing to sell for a low price. I've begun charging 7-9k in general, less to friends and repeat customers.

The price most uses ias you know is6k the same as most smugglers charge 100cr per % increse
This makes it a good profit as the resources used for both smugglers and docs aint that high. But what you realy is paying for is the doctors/smugglers Time. And that can be vary diffrent depending on alot of factors.
So yes you can charge almost any price for your buffs as it isnt the resources the customer pays for its your time. And if you charge 8-10k most ppl will take it anyway even if they have a doctor a shuttle away just cause you rather pay up 2-3k more so you dont have to stand and wait for the shuttle for 10 mins.

Uh, resources for Doctor are pretty darn specific and getting any quantity of good resources is somewhat of a challenge. If you happen to buy the enhance d's instead of making them, really good ones cost at least 17k PER PACK. That's ~100k for a full set of enhance packs. Nothing about advanced doctor components/meds is cheap.

Chilastra docs usually ask 5-8k but I always insist on 10k. I went master doc, I spent 2 months getting good resources and following shifts of herb and avain meat so I could make 900 base enhances , it is a pain in the ass and doctors deserve to be paid for all that boring work.

I just god master doctor, and am in the process of collecting all the res I need to start making buff packs, and there is not a chance in hell I am going to charge any less than 10k a buff. I dont care if anyone has a problem with that, if they doI'll just keep the buffs all for myself.
10k for me.

i've got a new system that works just fine i tell people to pay whatever they want. 8k is the most common tip i get.
my enhances are 880-900/30/11600~ (3 hour 13~min) and i've just found a resource combo that would get my action to be almost exact same duration and power ( 10 second difference).

If I tipped 1k back for every buff under 2k I would end up buffing for 5k or something... with 830 packs. I hit below 1500 about one quarter of the time as well.

I charge 10k for a set and give back 1k for every buff under 2k......lots of people jump for it...knowing they will probably walk away with a 6 or 7k set of buffs instead of 10k....
